Background
The energy label shows how much energy a property needs per square meter per year, on a scale from A++++ to G. The calculation follows the statutory NTA 8800 method, based on an on-site inspection of insulation, glazing, heating, ventilation, and on-site generation.
Only a certified EPA advisor may issue a definitive label. The label is registered in EP-Online, the national Dutch government database, and remains valid for ten years. An online estimate or provisional label has no legal value and does not count for rental, sale, or point calculation.

Points and rent
Since the Affordable Rent Act came into effect on 1 July 2024, the Dutch housing valuation system is mandatory not only for social housing but also for the mid-rental segment. The total points legally determine the maximum rent you may charge. After floor area and WOZ value, the energy label is one of the most heavily weighted factors in that calculation.
An A++++ label gives 62 points for a single-family home. A G label costs 15 points. That gap of nearly eighty points can be enough to move a property from the regulated segment to the free sector, or the other way around.
Rental homes with label E, F, or G must be upgraded to at least label D by 1 January 2029. There will be no rental ban, but municipalities may enforce this rule. Monuments, holiday homes, and detached homes under 50 m2 are exempt.
Waiting does not pay off. A property with label E, F, or G already costs points today and therefore rent potential. Landlords who spread improvement measures over time can finance them from returns instead of making one large investment right before the deadline.

Ten years from the registration date in EP-Online. A label issued in 2019 is therefore valid until 2029, even if the calculation method has changed since then. You do not need to replace a still-valid label. For rental, note that labels issued before 2021 only count toward the rental points system if a registered Energy Index is included. In doubt? No. Completed improvements do not automatically update what is registered in EP-Online. Your old label remains registered until a new inspection is carried out. That also means additional rental points from insulation only count after relabeling. If you are upgrading with rent or the 2029 requirement in mind, schedule relabeling immediately.

No. Exemptions include monuments, temporary homes (in use for a maximum of two years), and detached homes smaller than 50 m2. Homes used less than four months per year with proportionally low energy use are also excluded, such as seasonal holiday rentals.
For rental, the Human Environment and Transport Inspectorate usually starts with a penalty order: you are given four weeks to register a label. If you do not comply, the penalty follows. For sale or delivery without a valid label, the fine is €550 for private individuals and €1,100 for legal entities (amounts as of 1 January 2026). In addition, you may not advertise without a label class, which in practice blocks rental marketing.
Since 29 May 2026, yes: when extending or renewing a rental agreement you must provide the tenant with a valid energy label. This does not have to be a newly issued label if the registered one is still valid. If it has expired or is missing, a new inspection is required.
